This is a Sources Sought Announcement Only.The Centers for Disease Control and Prevention (CDC) is seeking sources for the following: Expert Panel on the Contextual Relationship between Individual Level Violence and Macro Level Economic Factors The purpose of the project is to identify macro-level economic risk and protective factors (e.g., community-level economic inequality, poverty, unemployment?) for youth violence and explore ideas for how best to bridge the gap between etiologic research and effective community-level interventions. It will culminate in a series of peer reviewed articles (or book sections) published in a journal special issue (or book). The specific aims are to convene an expert panel to: 1. Review etiologic macro-level economic risk literature and identify limitations. 2. Review macro-level economic intervention literature. 3. Explore ideas for how best to bridge the gap between etiologic research and intervention. 4. Discuss pathways linking macroeconomic conditions and youth violence. 5. Develop future directions for research. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the FEDBizOpps. It is the potential offerors responsibility to monitor this site for the release of any solicitation or synopsis. RESPONSES DUE: Capabilities Statement: Interested firms should submit a capability statement to include the following: business classification size (e.g. HUBZone, ect.) and demonstrated expertise and qualifications in performing the work requirements stated above. Specifically include in your statement documentation of your prior project experience as it relates to the study. Examples should at a minimum include a narrative of the work performed to include project title, location, size (dollar value), whether the firm acted as a prime or sub and contract type (Firm Fixed Price or Cost Reimbursement). Submissions in response to this Sources Sought Announcement should not exceed 10 pages. Capability Statements shall be submitted to Phil Alexander no later than 2:00 p.m. EST on November 30, 2007. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Statement of Work This contract will be conducted over a period of 24 months. The contractor will work collaboratively with CDC to accomplish the following tasks: Phase 1 (Months 1-12): Identifying expert panel members, conducting literature reviews, and refining the areas of interest and proposing topics for each of the journal articles (or book sections). Task 1: Planning Meeting Within 1 month after the contract has been awarded, an initial planning meeting will be held at CDC. In this meeting, CDC and the contractor will identify the broad areas of interest and discuss potential expert panel members. Task 2: Conduct the first round of literature review Within 7 months after the contract has been awarded, the contractor shall finish the first round of literature reviews on the broad areas of interest identified in the initial planning meeting and write a rough summary of literature review on each of the broad areas. Task 3: Finalize panel members Within 7 months after the contract has been awarded, based on findings from the first round of literature reviews and the willingness of national experts to become involved, CDC and the contractor shall finalize the composition of the expert panel. Task 4: First panel meeting Within 8 months after the contract has been awarded, the first two-day panel meeting will be held at CDC. Based on the results from the first round of literature review, CDC staff, the contractor, and the expert panel will (1) refine the areas of interest, (2) propose topics for each of the journal articles (or book sections), (3) recommend additional literature review if needed, (4) discuss and agree on the format/outline of each article (or book section), and (5) decide on who will be assigned to each topic and take primary responsible for writing the corresponding article (or book section). (Individuals responsible for writing will herein be referred to as authors.) Task 5: Finalize literature review Within 12 months after the contract has been awarded, the contractor shall finish the additional literature review (if needed) recommended from the first panel meeting, write a summary of literature review for each topic, and list all articles found for each topic Authors will then receive a summary of literature review and a list of articles for their assigned topic. Phase II (Months 13-24): Finalizing the outlines of articles (or book sections) on the agreed upon topics; writing, revising, and finalizing articles (or book sections); and making presentations to CDC. Task 6: Finalize the outline of article (or book section) Within 14 months after the contract has been awarded (2 months from receiving a summary of literature review and a list of articles for their assigned topic), authors shall finalize the outline for the article (or book section) for their assigned topic. Task 7: Submit draft papers Within 18 months after the contract has been awarded, authors shall submit a draft paper that will then be reviewed by all those involved with the project (to include the contractor, CDC staff, and all expert panel members/authors). Task 8: Second panel meeting Within 19 months after the contract has been awarded, the second panel meeting will be held at CDC to discuss each draft paper (or book section), brainstorm ideas, and provide feedback, comments, and suggestions. Task 9: Revise/modify draft manuscripts Within 22 months after the contract has been awarded, authors will revise their assigned paper (or book section) according to the feedback/comments/suggestions received from the second panel meeting. Task 10: Presentations to CDC Within 23 months after the contract has been awarded, the final panel meeting will be held at CDC. Authors will formally present their assigned article (or book section) to CDC and seek final comments/suggestions (if any) from CDC staff. Task 11: Finalization of journal articles (or book sections) Within 24 months after the contract has been awarded, authors will finalize their assigned manuscripts and be ready to submit them for publication in a journal (or book).
