The Supervisor of Shipbuilding Conversion & Repair, USN (SUPSHIP), has a requirement for performance of an engineering technical analysis/report of the main engine propulsion turbine used onboard the U.S. Navy nuclear powered aircraft carrier USS ENTERPRISE(CVN-65) for feasibility of removing existing torsion meters.This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of SUPSHIP and in accordance with FAR 13.5, Test Program for Certain Commercial Items. OEM engineering technical services are required to perform an in depth engineering study and analysis of the ships main propulsion turbine 1st stage pressure verses shaft RPM to support feasibility of removing existing torsion meters. Northrop Grumman is the OEM for the main propulsion engines turbines installed onboard the U.S. Navy nuclear powered aircraft carrier USS ENTERPRISE(CVN-65). Northrop Grumman possesses proprietary technical specifications, drawings and technical expertise required to perform required engineering study and analysis regarding feasibility of eliminating existing torsion meters. Accomplishment of required engineering technical analysis requires the use of detailed "as built" engineering drawings and technical analysis data for the main engine propulsion turbines installed onboard the USS ENTERPRISE(CVN65) which is proprietary information to the OEM. The period of performance for this effort shall not exceed 20 weeks from the date of award. The Government intends to solicit and negotiate with Northrop Grumman Marine Logistic Support for the supplies and services in accordance with FAR 6.3021. Interested parties may identify their interest and capabilities or submit proposals via email to both [email protected] and [email protected]. This is not a request for competitive proposals. However, the Government will consider all proposals received within 5 working days after the date of publication of this synopsis. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement.
