The U. S. Department of Transportation (USDOT), Federal Highway Administration intends to award a contract to ARINC, Inc. for Dedicated Short Range Communications (DSRC) Standards Testing. Under this contract, the contractor would: 1.) Develop a detailed program plan and actively manage the program; 2.) Monitor the detailed schedules and costs of the testing program; 3.) Provide an analysis of design and schedule issues as a portion of the progress reports; 4.) Ensure that the work performed by the DSRC Industry Consortium is appropriately balanced among the contractors and that adequate resources are applied to accomplish the program schedule; 5.) Design and fabricate prototype hardware; 6.) Conduct design reviews; 7.) Develop prototype software that shall implement previously developed standards; 8.) Thoroughly test prototypes to assure that they conform to the standards, the reference design, and any other imposed requirements ; and 9.) Test prototypes in both the laboratory and in an operational environment. It is essential that the designers be intimately familiar with standards and the applications for which they are intended in order to accomplish this effort.
