Synopsis. See attached solicitation and attachments for full description of requirement. The Administrative Office of the U.S. Courts’ (AO) Office of Probation and Pretrial Services (OPPS) seeks to become a results-driven organization with a comprehensive outcome measurement framework. The probation and pretrial services system currently conducts only limited assessment of the outcomes of its work. Using a comprehensive outcome measurement framework is a best practice that is common in government and mandated for the executive branch. The leadership of the system, at the 2000 and 2002 biennial national chiefs conferences, reported the importance of being committed to outcomes rather than activities. A national framework must be developed with established goals and measures and targets for specific outcomes and outputs. Importantly, the Administrative Office must review results to determine what is working well and what needs improvement. The review process should be periodic, structured, and conducted at senior and middle management levels, with clear feedback mechanisms. Information technology upgrades should be made to obtain the desired data, and an analytical methodology developed. The focus of this contract is development of an outcome-based decision-making framework for the federal probation and pretrial services system.
