The U. S. Department of Transportation, Federal Highway Administration intends to award a Cooperative Agreement on a sole source basis to OmniAir Consortium Inc. for the development of a certification program for the Dedicated Short Range Communications (DSRC) System. The DSRC communications system is the enabling technology for the Vehicle Infrastructure Integration Program and cooperative safety applications. Previous studies and work performed under the Intelligent Vehicle Initiative (IVI) has established that improvements in safety at intersections and in road departure crashes can be improved through integration between passenger vehicles and the roadway. The proposed Cooperative Agreement will allow for the development of certification procedures that are necessary to certify DSRC systems to both the FCC and the public agencies that will be deploying this technology. Furthermore, this cooperative effort will help to ensure national interoperability.
