V00564 The Food and Drug Administration, Center for Veterinary Medicine (FDA/CVM) intends to issue a sole source procurement using Simplified Acquisition Procedures to Gilbert Kaplan. FDA/CVM has a need for technical assistance with coordination and planning of the FY2003 FDA/ORA, Field Workplan Development. The contractor will be responsible for extracting animal feed contaminant data covering mycotoxins, pesticides and microbials from FDA’s Field Accomplishment and Compliance Tracking System (FACTS). He will generate hard copies of the analytical results and draft initial reports summarizing the data. He will also provide quality assurance on the final reports that are prepared by CVM/Division of Animal Feeds’ scientists. The contractor will assist in developing field assignments and determining resource needs that deal specifically with feed contaminants. He will troubleshoot for the three compliance programs (feed contaminants, Type A medicated article and medicated feed) that fall under the responsibility of the Division of Animal Feeds. The period of performance is from May 30, 2003 through the September 30, 2004. This requirement will be awarded on a sole source basis because Mr. Kaplan is the only known source possessing the wide array of knowledge and insight of the pesiticide and mycotoxin data in FACTS. He has compiled this data into a quarterly report format and serves as a data verifier.
