THE INTENT IS FOR A FIRM-FIXED PRICE AWARD. THE NAICS CODE IS 921150 - THERE IS NO ESTABLISHED SMALL BUSINESS SIZE STANDARD.

The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements (Refer to FAR 6.302 for a list of exceptions).
