This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Pacific Marine Mammal Laboratory (NMML), located in Seattle, WA, on a sole source basis with North Pacific Wildlife Consulting, LLC. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Contractor shall conduct surveys for Steller Sea lion pups and non pups and shall conduct other research activities in Far East Russia. The proposed contractor will be responsible for establishing three field camps in the Russian Far East. Two camps would be in the Kuril Islands, Lovushki Island and Antiserov and one on Medney Island in the Commander Islands. Observational studies and fields camps will be set up at each site to collect brand resight information, record reproductive behavior, age and sex of sea lions. North Pacific Wildlife Consulting was chosen based on their experience in surveying and collecting this type of data in the Russian Far East over the last six years. The government intends to negotiate a firm fixed price contract with a period of performance one year from date of award. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
