National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health intends to negotiate on a FAR Part 13 basis and award a purchase order on a noncompetitive basis to Ann Reifman, 3000 Connecticut Avenue NW, Washington DC 20008 for 1,000 hours of clinical diagnostics interviews of control subjects of patients with schizophrenia. Ms. Reifman will also assist the NIMH in clinical training for those NIMH staff that work with schizophrenic patients. This requirement fulfills NIMH protocol 95-M-0150. An award to any other source would affect the NIH prior and current research would not provide any cost savings to the Government.
Delivery and acceptance will be at the NIH Campus in Bethesda, Maryland. The anticipated period of performance is 12 months.
The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
