This special notice is issued in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed price type of purchase order on a sole source basis to CGG Services Limited in accordance with FAR 13.106-1(b). The BOEM Gulf of Mexico Region, Resource Evaluation group has a requirement to purchase services related to updating a previously-licensed offshore satellite seep study covering the Atlantic Outer Continental Shelf (OCS) from CGG Services Limited. CGG Services Limited merged with Fugro NPA Limited, which was formerly Nigel Press and Associates, the original license holder of the satellite seep study that the bureau acquired in 2005. CGG Services Limited is the only company capable of meeting the Governments requirement because of the compatibility requirements of the updates to the previously licensed satellite seep study. It is anticipated that the purchase order will be issued on or before September 20, 2013 with a three-month period of performance. The applicable NAICS Code is 541360 with a size standard of $14.0M.
