The U.S. Census Bureau plans to award a contract on a sole source basis to the National Academy of Science (NAS) in accordance with FAR 6.302-1. NAS will be required to review the Census Coverage Measurement (CCM) methodology for the 2010 Census. The review will examine the census coverage measurement in terms of reviewing the issues in order to identify improved methods for use in Census 2010. The U.S. Census Bureau requires an independent review of its work and input from statistical, policy, methodological and other experts. The panel on Census Coverage Measurement methodology for Census 2010 will provide one crucial part of this external review. To date, NAS is the only entity identified by the U.S. Census Bureau as being capable of providing the required services and expertise.
