Description: The Bureau of Reclamation has a requirement for the proposed sole source contractor, the Washington State Department of Fish and Wildlife, to collect, summarize and report existing data related to intensive bull trout telemetry tracking, fixed site data offloading, genetics and habitat data collection in lakes and rivers in the Yakima River Basin, Washington. Work includes a continuation of a study already underway to maintain compatible data sets with previous surveys performed by Reclamation and the Washington (State) Department of Fish and Wildlife Service. The Washington (State) Department of Fish and Wildlife is a state agency with access to internal documentation on state fisheries activities since this inception of this ongoing study. Washington Department of Fish and Wildlife (WDFW) has in-house technical expertise in performing analysis of fisheries and telemetry data coupled with the access to extensive WA state data unavailable in its current form to Reclamation or the private sector at large. WDFW can analyze and produce a report on effects of current Reclamation operations and structures on the federally threatened bull trout proximate to Reclamation facilities. Additionally WDFW has telemetry gear and training to operate it such that present data collection can be made compatible with previous tracking surveys. WDFW is the state management agency of the natural resources and is in the best position to compile existing data analyses with their management perspective. This report and surveys cannot be obtained nor run by any individual private entity. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government believes that only one responsible source can provide the scope of this requirement. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition. Firms believing they can execute this requirement shall submit supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirement. This is not a request for competitive quotes. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by Fax at (303) 445-6345, Attention: Ann R.
