The Naval Air Systems Command intends to contract for Sustaining Engineering Support and Integrated Logistics Management Support (ILS) for a period of one base year with a one-year option for support of the F402-RR-408A/B engine for the United States Marine Corps (USMC). ILS requirements consist of logistics support for Engineering Change proposals and preparation of price proposals. In addition, the contractor will be required to support existing support equipment through design/engineering validation, engineering change proposal support, deviations/defect reporting, repair instructions, and drawings and logistic technical data. The contractor shall also provide spares forecasting, usage data, spares sales forecasts and repair procedures for all levels of repair. Sustaining Engineering Services require preparation of Engineering Change Proposals for RR-F402 series engines, submitting draft Technical Directives, submitting Configuration Management Plans, provide updated drawings, prepare design change notices, establish effective reliability and maintainability programs for each ECP applicable to F402 engines, improve safety and readiness, and increase mission effectiveness for AV-8B Pegasus engine. NAVAIRSYSCOM intends to procure these services from Rolls-Royce, the sole manufacturer of the F402 series engines and the only firm with the requisite technical data and expertise to perform the effort.
