This synopsis is issued for informational and planning purposes only. The Human Resources Services and Information Center (HRSIC), Retiree and Annuitant Services Branch (RAS) in Topeka, KS, is in the process of conducting an A-76 Cost Comparison Study of retiree and annuitant support services, including pay and personnel services, to USCG and National Oceanic and Atmospheric Administration (NOAA) retirees, reserve retirees, survivor annuitants, former spouses, and former members of the lighthouse service. The Government is soliciting capability statements from interested sources that are capable of performing the services listed above. The support required shall include entitlement determination, pay action, education, counseling, and day-to-day communications from the time the member enters retirement until death. Similar support shall be provided to survivor annuitants as well. Work for these support services includes but, is not limited to, establishing and maintaining retirement, reserve retirement, and annuitant accounts; providing payroll accounting; processing monthly and supplemental payrolls; providing customer service; and processing reports over potentially a 5-year contract period. The description of the aforementioned services is not meant to be all inclusive, but only meant to convey a reasonable idea of the types of services that will be included in this Study. Interested offerors capable of performing these functions are requested to submit the following information on or before March 25, 2003. A brief description of their company including business size (large, small, small disadvantaged, 8(a), or women owned business concern), history, and a description of primary services provided to either the government or commercial customers, as well as the North American Industry Classification System (NAICS) code(s) for the services. Further provide the company point of contact, address, and telephone number, fax number, and email address. List no more than the five of the company?s most recent and relevant examples of past and present information relating to similar services provided to either government and/or commercial customers. Include contract number, place of performance, point of contact, and telephone number along with the dollar value. Also provide a brief narrative of the functions performed. Page limit for the entire capability statement is 10 pages or less. Marketing literature shall not be included. All responses must be submitted electronically to
