The Department of Commerce, National Oceanic & Atmospheric Administration, Pacific Marine Environmental Laboratory (PMEL) intends to solicit and negotiate a sole-source, Firm-Fixed Price contract with the University of South Florida, College of Marine Science. PMEL/AOML requires highly precise and accurate low cost multi carbon system parameter sensors to be deployed on research ships, volunteer observing ships, moorings, drifters, and gliders over the next several years as part of the Global Carbon Cycle Program of NOAA. A pCO2 analyzer is required to to be tested which can provide precise and accurate measurements of pCO2, pH, TCO2, and Talk to approximately 1.0 uatm pCO2. The Government believes that only one responsible source can provide the instrument for testing to satisfy the agency's requirements. This notice of intent is not a request for competitive proposals, however, all submittals received within 45 days of posting date of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
