Year 1: Work on implementation of OMI NO2 error estimates and support Goddard staff in the development of the new spectral fit and cloud products. Begin work on improvements in the stratosphere-troposphere separation (STS) algorithm.

Year 2: Continue error-estimate improvements and work on improvements in the STS algorithm. Evaluate the results in cooperation with Goddard staff.

Year 3: Complete error estimates and continue STS work. Contribute to papers.

NASA/GSFC intends to purchase the items from SRI International pursuant to FAR 13.106 for the acquisition of supplies or services determine to be reasonably from one source.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on November 10, 2014. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
