The U.S. Census Bureau plans to award a contract on a sole source basis to the National Academy of Science (NAS) in accordance with FAR 6.302-1. NAS will be required to review the estimation from the American Community Survey (ACS). The review will examine user implications, which arise from replacing a decennial census based on long form data collection with the ACS. The U.S. Census Bureau requires an independent review of its work and input from statistical, policy, methodological and other experts. The panel on the Functionality and Usability of Data from the American Community Survey will provide one crucial part of this external review. To date, NAS is the only entity identified by the Census Bureau as being capable of providing the required services and expertise.
