The National Cancer Institute (NCI), Cancer Information Service (CIS) intends on entring into a sole source contract with Baylor College of Medicine, Institute of Molecular Genetics, One Baylor Plaza, Suite #S903, Houston, TX 77030 for the continued support of the 10th Biennial Symposium on Minorities, the Medically Underserved and Cancer. The NCI will co-sponsor the symposium in order to gain visibility among individual members of the Intercultural Cancer Council (ICC) with whom they hope to develop and/or strengthen partnerships in the future. The ICC was initiated in 1987 and has continuously provided the stage on which to address the issue of disproportionate cancer incidence, morbidity and mortality in minority and medically underserved populations in the United States and its associated territories. The Symposium brings together those who represent all aspects and perspectives of the disease in collaboration with the leadership and front-line personnel from the affected communities. The purpose of the conference is to respond to the United States Public Health Services Surgeon General's call for immediate action to "close the gap" on health disparities, including cancer, in racial and ethnic minority and medically underserved populations in the United States. As a co-sponsor of the Symposium, the CIS can promote unique services and gain visibility as a resource for cancer education programs wishing to develop their capacity to more effectively reach their audiences with cancer informaton. By making presentations and exhibiting at the Symposium, the CIS will greatly increase their ability to reach their target audience as well has collaborate with some of the most influential leaders in the field of cancer education for special populations. There is no other source known to the NCI that sponsors a symposium for this purpose and involves the number of national organizations involved with minorities, medically underserved, and cancer. This is not a request for competitive proposal quotation. However, if any interested party is qualified to provide the above services, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the source is capable of providing the above services. Capability statements must be received in the contracting office by 1:30 PM EDT (local Washington, DC time) on August 26, 2004. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
