This publication serves to notify the public that the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Weather Service (NWS) Radar Operations Center (ROC), has a requirement for Azimuth Rotary Joints Part Number 10-2412-0 in support of the NEXRAD WSR-88D Service Life Extension Program (SLEP), and intends to procure the parts on a sole source basis. This transmittal fulfills the requirement of FAR 5.2 Synopses of Proposed Contract Action. Under the authority of 41 U.S.C. 1901, FAR 13.500(a), the Acquisition and Grant Office (AGO) Western Acquisition Division (WAD), will purchase 30 Azimuth Rotary Joints from Diamond Antenna and Microwave Corporation.

Diamond Antenna and Microwave Corporation is the only known source that can provide the part required for the WSR-88D NEXRAD SLEP. The firm is the Original Equipment Manufacturer (OEM).

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the part that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact by November 14, 2017. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
