rmat in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-168 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with The University of Bristol, School of Social and Community Medicine - Oakfield House, Oakfield Grove, Bristol, BS8 2BN on two collaborative projects/studies.
These studies are extending the collaborative projects between the National Institutes of Alcohol Abuse and Alcoholism (NIAAA) and The Neurodevelopmental Group within the Centre for Child and Adolescent Health, University of Bristol, UK. The work to be carried out by the Neurodevelopmental Group is expected to cover one full calendar year and the work is to be performed at the University of Bristol site. Both projects will utilize data from the Avon Longitudinal Study of Parents and Children cohort of approximately 14,500 pregnancies originally enrolled, genetic characterizations and longitudinal follow-up data on the offspring.
In these projects, the Neurodevelopmental Group will provide 1100 hours of consultation and project management, including access to the ALSPAC dataset, supervision or delegation of statistic services, manuscript preparation and consultation services to conduct the following analyses: Project 1: Diet in Pregnancy Neurodevelopmental Phenome Scan. Conduct a phenome wide scan utilizing maternal dietary patterns in pregnancy, individual foods and nutrients as independent factors potentially impacting the offspring's neurodevelopmental outcomes. Project 2: Family Adversity Interactions. Examine potential interactions of family adversity and maternal diet and or/early infant nutrition (dietary patterns, individual foods/ nutrients) on neurodevelopmental outcomes identified in the phenome wide scan.

These extensive longitudinal data are linked to the fatty acid compositional data from umbilical cord and serum from age 7 which has been provided by the Section of Nutritional Neurosciences, Laboratory of Membrane Biophysics and Biochemistry, DICBR, NIAAA and to trace metal analyses provided through prior collaborative arrangements. The NIAAA has been collaborating with this group for several years to develop this dataset. No other cohort dataset exists which contains these data necessary to address these scientific questions of these projects. This is a unique and sole source of these data.


The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requirements. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
