1.      In response to Letter of Requests for Price and Availability from our Foreign Military Sales Partner Nations, the USG is requesting budgetary pricing estimates for Avionics Upgrade for the C-130H fleet to provide the avionics upgrades necessary to allow the airplane to fly in the European airspace in compliance with up to International Civil Aviation Authority (ICAO) mandates for year 2020 (e.g., ADS-B Out, VHF Radio with 8.33 channel spacing) as well as to provide other avionics upgrades (TCAS 7.1, Cockpit Voice Recorder).     

Upgrade pricing must include: 

·         Avionics Upgrade up to 25 C-130H A/C

                  •ADS-B Out  •Group A Kits  •Group B Kits  •Non-recurring

·         Spares

·         Contractor Logistics Support Team, Engineering Support, Testing

·         Installation

·         Technical Data

·         Solution must be Satellite Based Augmentation System (SBAS) capable

·         Cockpit Voice Recorder

·         Identify all necessary artifacts to the partner nation to support military certification

·         Economy of scales unit pricing for quantities 5, 10, 15, and 20

·         Amortization of non-recurring engineering for quantities 5,10,15, and 20
