This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. NAICS code is 334310.

It is the intent of the National Library of Medicine (NLM) on behalf of the Lister Hill Center (LHC) to acquire video equipment and services from Avid Technology Inc., Washington, D.C. on a sole source basis. The purpose of this acquisition is to provide Avid Video Equipment to support the Lister Hill Center (LHC) with high-definition, tapeless, file-based recording capability for the remote archival camera systems. This system interfaces with the APDB Production Network (PNET). Annual hardware and software support for this system. Mandatory training and onsite installation and system integration needed. Avid is the owner of the Airspeed Multi-stream HD commercial product. The company has no authorized resellers.

This requirement will be procured as a non-competitive award. The purchase order period of performance will begin from the date of award through 11/21/11.

This is not a Request for Quotations (RFQ), nor is an RFQ available. All responses received within 10 calendar days from the date of publication of this synopsis will be considered by NLM. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. VENDORS MUST QUOTE ON ALL PRODUCTS, NO PARTIAL QUOTES WILL BE ACCEPTED. Offeror must complete required registration in the Central Contractor Registration (CCR) database. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
