Specification Requirements:
Aviator's Breathing Oxygen, NSN 6830-01-644-2463, shall meet the requirements of MIL-PRF-27210J dated 7 Aug 2013.
One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF) invoice. In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to acceptor at delivery destination.
Product Delivery:
The Contractor shall have a 3,000-5,000 gallon container filled and on a wheeled chassis ready for shipment within 7 days after receipt of an order from the appointed Delivery Scheduler. The Contractor shall ensure container and chassis meet federal, state, and local requirements for transport over-the-road and by sea vessel between the continental United States and Kodiak Island, AK. DLA Energy will coordinate pickup of full container, as well as return delivery of empty container. It is the Governments intent to rotate containers between fill point and Kodiak Island every 45 to 90 days dependent on needs.
Description of Contractor Provided Tank:
The Contractor shall provide ABO cryogenic storage tanks with a capacity between 3,000 gallons and 5,000 gallons, which meets federal, state, and local safety requirements for transport to and from Kodiak Island, AK. The cryogenic container shall be capable of maintaining product integrity for at least 30 days from date filled. Contractor shall also provide wheeled chassis for transporting cryogenic container. Chassis shall meet federal, state, and local requirements for transport over-the-road and by vessel to and from Contractors fill point and Kodiak Island, AK.
Inspection and Acceptance:
Inspection for quality and quantity determination shall be at origin.
Anticipated Period of Performance:
The Government anticipated period of performance is 1 October 2019 through 16 June 2022.
Estimated Quantities for this potential requirement:
Year 1: 20,000 gallons
Year 2: 20, 000 gallons
Year 3: 20,000 gallons
Tank Lease: 2 EA per year
Year 1 through Year 3
Capability Statement:
Interested qualified organizations should submit a capability statement for this requirement. The capability statements should include an indication of current business size and the ability to meet the following:
-Capability to have a 3,000-5,000 gallon container filled and on a wheeled chassis ready for shipment within 7 days after receipt of an order from the appointed Delivery Scheduler.
-Capability to ensure container and chassis meet federal, state, and local requirements for transport over-the-road and by sea vessel between the continental United States and Kodiak Island, AK.
-Capability of verifying all valves are in the closed position and leak-free, all fittings and brackets properly installed, outlets have dust covers properly installed, and rear cabinet is free of debris and clean.
-Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM) https://www.sam.gov/.
