The United States Fish and Wildlife Service, Region 5, intends to procure on an other than full and open competition basis the following: Marsh Anuran and Avian Population Monitoring. The Contractor will conduct the second year of field surveys based on first year results to address certain elements of the NR AOC BUI delisting criteria, mid-level food chain species population trend assessments, related to the Degradation of Fish and Wildlife Populations BUI. Specifically, the BUI criterion to be addressed is: over a five-year period, evaluate trends in upper NR AOC populations of northern leopard frog (Rana pipiens), American toad (Bufo americanus), bullfrog (Rana catesbeiana), and marsh (emergent wetland) bird populations, including secretive species such as rails, bitterns, snipe, and grebes.
