The United States Fish and Wildlife Service, Region 5, intends to procure on an other than full and open competition basis the following:  Marsh Anuran and Avian Population Monitoring.  The Contractor will conduct the second year of field surveys based on first year results to address certain elements of the NR AOC BUI delisting criteria, mid-level food chain species population trend assessments, related to the Degradation of Fish and Wildlife Populations BUI. Specifically, the BUI criterion to be addressed is: over a five-year period, evaluate trends in upper NR AOC populations of northern leopard frog (Rana pipiens), American toad (Bufo americanus), bullfrog (Rana catesbeiana), and marsh (emergent wetland) bird populations, including secretive species such as rails, bitterns, snipe, and grebes.  This requirement is sole sourced to: NewEarth Ecological Consulting, LLC, 169 Watson Mill Road, Saco, ME 04072 due to unique capability.  Any firms believing that they can provide the services  listed may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, clearly showing its ability to provide the items described with equal accuracy and reliability.  All responsible sources may submit a quotation which shall be considered by the agency.  Responses are to be submitted to Christine Beauregard by email to [email protected]
