CITY OF SEASIDE AVENUE C TO 1ST - HOLLADAY IMPROVEMENT Bids Due 2:00 pm, October 23, 2019 INVITATION TO BID Sealed bids for the AVENUE C TO 1ST - HOLLADAY IMPROVEMENT will be received by Geoff Liljenwall, Public Works City Engineer for the City of Seaside, at 989 Broadway, Seaside, OR 97138 until 2:00 p.m., Pacific Time, on October 23, 2019 at which time and place they will be publicly opened and read aloud. All bidders shall submit, in a separate, sealed envelope, within two working hours of the bid opening time, on the bid date, a completed First-Tier Subcontractor Disclosure Form in compli ance with ORS 279C.370. In general, the nature of the project consists of replacement of the concrete crosswalks, sewer main, water main, and sewer force main along Holladay. Addi tionally connection of new and existing water/sewer services to the new water/sewer mains. Contractor shall furnish and install underground vaults and conduits for conversion of the existing overhead utilities (electrical, tele phone, and cable) to under ground utilities. New pavement, and sidewalks will replace the existing surfaces. This project extends from south of Avenue C to 1st Avenue, along Holladay. Please include mailing address, telephone and FAX numbers with request for Contract Documents. All bidders shall comply with the provi sions of ORS 279C.800-870 [workers on public works to be paid not less than prevailing rate of wage for projects over $50,000.00]. Contractors submitting bids are required to be registered with the Construction Contrac tor's Board. There will be MANDATORY pre-bid meeting for all bidders planning to submit a bid on October 15, 2019, starting at 10:00 a.m. in the Council Chambers at the Seaside City Hall - 989 Broadway to provide prospective bidders with the opportu nity to ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Owner's repre sentative, questions that cannot be addressed by direct refer ence to the bidding documents will be the subject of an addendum issued to all plan holders. A bidder's failure to attend the pre-bid meeting shall cause any bid submitted by that bidder to be deemed non-responsive, and the bid will be returned unopened. Bid security in the amount of not less than 10% of the bid must accompany each bid in accordance with the Instructions to Bidders. The City reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject, for good cause, any or all bids upon a finding of the City that it is in the public interest to do so in accordance with ORS 279C.395. The City reserves the right to waive any bid irregularities or informalities. No bidder may withdraw or modify the bidder's bid after the hour set for the opening thereof, until after the lapse of 30 days from the bid opening.
