The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD), China Lake, CA, intends to enter in negotiations on an other than full and open competition basis with Northrop Grumman Corporation (NGC) regarding contract N68936-09-D-0022. The basic contract requirement is to provide Litening Pod System Upgrades and Demonstrations for the United States Navy, including EA-6B, and the United States Marine Corps, including AV-8B and F/A-18, for operational use and enhancement of the NGC Litening Targeting Pod. This acquisition will be for an increase in Level of Effort (LOE) of 21,692 hours to be expended over the remaining Period of Performance (PoP). This additional level of effort will sustain the provision of studies, analysis and application of the software and hardware upgrades and incidental services for operational use of and enhancement to the Northrop Grumman Litening Targeting Pod to be utilized on the Marine Corps F/A-18, AV-8B, and EA-6B aircraft. Any companies believing that they can provide the above listed Litening System Upgrades and Demonstrations may submit a written response clearly showing their ability to do so to be received at the contracting office no later than 24 July 2012. All responsible sources may submit a proposal which shall be considered by the agency. Award of this contract modification is expected to be on or about September 2012.
