Naval Air Systems Command (NAVAIR) intends to award a Basic Ordering Agreement (BOA) on a sole source basis to Ontic Manufacturing and Engineering, Inc. for a period of five (5) years. This effort is for the F402 Component Improvement Program (CIP), which includes parts, kits, engineering and technical services for the Harrier AV-8B engine Joint Program Office, PMA-257 (which include the United States Marine Corps & Italian and Spanish Navy requirements). This BOA will support the F402 Gas Turbine Starter (GTS) Engine Accessories which will include: a. digital control unit (DCU), gas generator, free power turbine, reduction gear train, an ignition, and electric starter motor and electric circuits for automatic control. b. Engineering and technical services to support the F402 Component Improvement Program (CIP) for the AV-8B engine accessories. c. Change kits for retrofit changes to existing F402 engine accessories. d. Logistics support analysis on new or modified parts installed as a result of change kits. e. AV-8B technical manuals/directives, new or revised, to include changes resulting from approved U.S. Government field activity Engineering Change Proposals (ECPs) as required to provide up-to-date information on the operation and maintenance of F402 series engine accessories. f. Engineering services to address and mitigate any technical, safety, logistics and obsolescence issues for the F402 engine accessories.

Ontic Engineering & Manufacturing, LTD holds an exclusive licensing agreement with Safran Power UK, LTD. Safran Power UK, LTD is the original designer, developer and manufacturer of the F402, AV-8B series engine GTS and accessories. Due to the constraints of the licensing agreement, Ontic Engineering & Manufacturing, LTD is the only source with the technical data, facilities and capabilities required to provide the associated system and sustainment support for the F402, AV-8B series engine accessories. Safran maintains configuration control over F402 engine accessories. No other manufacturer could design, develop and properly integrate F402 engine accessories upgrades to meet the contract delivery schedules required to resolve issues in the fleet with the current configuration. The proposed BOA is for potential future Orders for the supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source', and no other supplies or services will satisfy agency requirements.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 06 November 2014, 1400 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
