This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources.  This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation.

The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

A. Objective:

To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.

B. AUTOMATED STAGE UPGRADE TO WILSON 1202 HARDNESS INDENTER

The contractor shall provide all trained labor, documentation, schematics, upgrade supplies and installation tools to upgrade the existing Government-owned Wilson 1202. The Contractor shall install and test the automated stage upgrade on the Wilson 1202 after the installation. The Contractor shall provide a comprehensive application review and user training for Government personnel.

Requirements:

B.1 The Government will package and ship the Wilson 1202 to the Contractor's facility.

B.2 The Contractor shall install the automated stage up-grade at their facility.

B.3 The Contractor shall calibrate the Wilson 1202 after installing the automated stage up-grade at their facility.

B.4 The Contractor shall confirm successful performance of the Wilson 1202 after installing the automated stage up-grade at their facility.

B.5 The Contractor shall notify the Government once the Wilson 1202 upgrade is complete to schedule the delivery, installation and training.

B.6 The Contractor shall re-package and ship the Wilson 1202 back to the Adelphi Research Laboratory (ARL) after installing the automated stage up-grade at their facility.

B.7 The Contractor shall set-up the Wilson 1202 with the automated stage up-grade at ARL.

B.8 The Contractor shall re-confirm performance after setting up the Wilson 1202 hardness tester with the automated stage up-grade at ARL.

B.9 The Contractor shall provide training on the automated stage up-grade to Government and Government contractor personnel.

B.10 The Contractor shall not require routine access to Government controlled facilities.

B.11 The Contractor shall not require access to Government-controlled information systems.

B.12 The Contractor shall only require 1-2 days for re-installation and training of Government personnel at ARL.

B.13 The Government will accept the Wilson 1202 upgrade upon successful delivery, installation, training and working capabilities with the Government's systems.

C. Responses:
