The Government intends to negotiate an order with HMK Consulting, Inc. on a sole source basis off of the vendor’s General Services Administration Federal Supply Schedule contract. The order will be for Authorizations and Permits for Protected Species (APPS) Support services to NOAA Fisheries Office of Protected Resources to provide support for one base year with a potential four option periods. A Limited Source Justification will be posted as an amendment to this notice at a later date.

This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
