The U.S. Army Contracting Command - Aberdeen Proving Ground on behalf of the Project Manager Integrated Vision Augmentation System (PM IVAS) intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Award will made to Applied Research Associates, Inc., 8537 Six Forks Road, Suite 600 Raleigh, NC 27615-2963. The proposed award will be for a license that will provide the Government with unlimited rights in Augmented Reality, Command, Control, Communicate, Coordinate (ARC4) software source code for integration into the IVAS program and the software support necessary to integrate the software into an IVAS Heads Up Display (HUD) 3.0 device.

This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capability with regard to this requirement no later than 12:00 P.M. EST, 7 November 2018. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be IN WRITING and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services.
