NOTICE OF INTENT TO ISSUE A SOLE SOURCE AWARD

This is not a request for competitive quotes/proposals.  This is not a solicitation.  The USDA, Agricultural Research Service (ARS) will award a sole source Firm Fixed Price contract to Big Love Pet Vet LLC under the authority of FAR Subpart 13.106-1(b).  The purpose of this order is to provide the following to support the USDA/ARS/SEA, Harry K. Dupree Stuttgart National Aquaculture Research Center, Stuttgart, AR location.

Attending Veterinarian (AV) services anticipated needing are as follows (not inclusive): 

• Recommend treatment on an as-needed basis based on the findings of our in-house diagnostician according to the HKDSNARC Fish Health Management P&P and reporting form.
• Prepare VFDs and extra-label drug use (Compliance Policy Guide) memos.
• Review and approve research protocols on a quarterly or as-needed basis.
• Attend in person quarterly Institutional Animal Care and Use Committee (IACUC) meetings in Stuttgart, AR on a quarterly basis.
• Participate in the on-site semi-annual IACUC Program Review and Facilities Inspection.
• Be available for consultation on an as-needed basis (7 days per week).

Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Monte Jordan at [email protected] no later than 3:00 PM CDT, July 28, 2021, which shall be considered by the Agency.  Any information received will be treated as market research information for future of same or similar requirements.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  The Government will be the sole determiner regarding an offeror’s ability to meet all requirements.
