This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst Contracts Office has a requirement for procurement of Air Transport Racks (ATR) for the both TPX (part number 7143001-02) and Joint Precision Approach and Landing System (JPALS) (part number 7143001-03) versions, supporting the AN/TPX-42A(V)14 and AN/TPX-42A(V)15 Shipboard Air Traffic Control (ATC) Systems with Field Change (FC) 3 and FC5.
The ATR Chasis is a controlled configuration item with drawing and description property of the OEM, not the Navy. It has been modified to distribute power, meet cooling requirements, and has been tested for compliance with Mil Std 901D and 167 for shock and vibration. This ATR houses and protects the entire ATC system on both ship-board and land-based applications. Atrenne Computing Systems is the only known source capable of meeting this requirement as their ATR chassis meets all certifications, interoperability, and commonality requirements with the currently fielded systems.
This is not an invitation for competitive proposals. This acquisition is anticipated to be pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
