This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from Raytheon Company Intelligence, Information and Services (IIS), 1001 Boston Post Rd, Marlborough, MA 01757 for services and supplies associated with the fabrication, modification, repair and replacement, installation, and testing of specified components, assemblies and associated hardware in the Naval Air Systems Command (NAVAIR) Air Traffic, Navigation, Integration, and Coordination System (ATNAVICS) for engineering changes, field support, maintenance support, refurbishment and depot repair requirements.  This request for proposal will be issued in accordance with the terms and conditions of Basic Ordering Agreement (BOA) N00019-15-G-0003.

This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  Raytheon is the sole designer, developer, systems integrator, and original equipment manufacturer of the ATNAVICS system, and as such is the only source with the requisite knowledge, experience, and technical data necessary to provide the required highly complex services.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement.  The Government will consider all information received by 19 September 2016, 2359 ET.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any information received.  No telephone responses will be accepted.
