The Naval Air Warfare Center - Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a non-competitive basis with Harris Corporation, Rochester, NY to procure a maximum quantity of the following items: 63 each AN/PRC-117F RT-1796(P) p/n 10513-1000-07, and 12 each 50W Vehicle Radio with VHF Filter, p/n AN/VRC-103(V)1 in support of the AN/TPN-31A Air Traffic Navigation Integration and Coordination System (ATNAVICS). This will be a 2-year effort under an Indefinite Delivery/ Indefinite Quantity to include all subsequent delivery orders. These requirements shall support the Special Communications Requirements (SCR) Division, St. Inigoes, MD. The government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1. The government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the government.
