This synopsis provides notice of the Government's intent to award a Basic Ordering Agreement (BOA) on a sole source basis to the Raytheon Company, 1001 Boston Post Road E, Marlborough, MA to provide tear down, evaluation and repair, testing, and technical and restoration services beyond current Fleet Support Team (FST) or In Service Engineering Activity (ISEA) capabilities for the Air Traffic Navigation, Integration and Coordination System (ATNAVICS), Fixed Base Precision Approach Radar (FBPAR) and other associated systems.  This acquisition will also provide upgrades to the ATNAVICS, as required through approved Engineering Change Proposal(s) (ECP) for a five year ordering period.

This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  No other company possesses the expertise required to support ATNAVICS.  Raytheon developed the ATNAVICS, FBPAR, and other related systems to meet a Government specification that only defined Form, Fit, and Function (F3) requirements at the system level.   Raytheon is the original developer and manufacturer of the ATNAVICS and is the only source with the requisite knowledge, experience and technical expertise to provide the required support for the ATNAVICS.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement.  The Government will consider all information received by 14 Nov 2013, 1400 EST.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any information received.  No telephone responses will be accepted.
