The Naval Air Systems Command (NAVAIR) has a requirement for an engineering change proposal to upgrade Special Test Equipment (STE) for the ATFLIR. This will be a new order under Basic Ordering Agreement N00019-15-G-0003. The requirement is to upgrade the ATFLIR Support Test Equipment (STE) to Windows 10 to comply with current security requirements. NAVAIR intends to negotiate the effort as a sole source order with Raytheon Company, McKinney, TX. Award will be made with authority under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. Raytheon has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses without a return address, mailing address, and company telephone number will not be recognized. No phone calls will be accepted. Proprietary data in the responses will be protected where so designated. A determination not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government.
