The Naval Research Laboratory intends to award to Smart Logic Inc., on other than full and open competitive basis a contract for 1 each LCS2 SmartVAC Laser/Receiver system for six remote nodes and one transmit/receive node, system must support 2.4 Mbps at 1550nm half-duplex, provide 1550 nm half-duplex, provide 1550 nm to Ethernet operability; system must be operationally equivalent to upgraded CWIII system & have the following capabilities: Remote Nodes v2-compatibility w/ multiple quantum well modulating retroreflector & detector; Interrogator Node v2-compatibility w/ multiple quantum well modulating retroreflector & detector. Additional specifications will appear in the RFQ. Sole source based on being compatible to Smart Logic Inc. (Microsoft IE Required). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
