The subject acquisition is for the acquisition of 10 NSNs with various item descriptions and for the Armored Security Vehicle (ASV).  The major FSCs of this requirement are: 1010, 1290, 2530, 2540, 2930, 5331 and 5340.  An Indefinite Quantity Contract with a base year and 4 option years is anticipated, at the discretion of the Government.  The total duration base plus option years shall not exceed 5 years.  Items will be shipped to various stock locations within CONUS and OCONUS.  Increments and delivery schedule will be noted on the RFP.

Other than Full and Open Competition 10 USC 2304 (c).  FOB Destination and Inspection/Acceptance at Destination is requested.  Solicitation will be made available on the Internet at https://www.dibbs.bsm.dla.mil/rfp after the issue date of 12/02/11. 

Based upon market research, the Government will be using the policies in FAR Part 15, Contracting by Negotiation, in its solicitation for the described supplies or services.

Military and commercial specifications cannot be provided by DLA Land and Maritime.  Hard copies are not available.  There are no technical drawings/bid sets available.

While price may be a significant factor in the evaluation of the offers, the final decision will be based upon a combination of price, delivery, past performance and any other factors as listed in the solicitation.  All offers shall be in the English Language and in US Dollars.  All interested suppliers may submit an offer.
