The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Information Technology Acquisition Center (ITAC) intends to award a single purchase order, Firm Fixed Price for ASTM subscription services to ASTM International (formerly known as American Society for Testing and Machinery). The ASTM Compass Portal Online subscription provides access to commercial industry technical standards from U.S. standards organizations that are referenced within the Code of Federal Regulations.

The commercial industry standards are required to ensure compliance with DHS-approved standards as well as providing specifications for design and manufacturing and repair. The subscription provides immediate access to standards that are required and otherwise difficult to find. The anticipated amount shall not exceed $150,000.00. The period of performance will be for a twelve (12) month base year and four (4) twelve (12) month option periods. ASTM International is the owner of the Intellectual Property and the sole provider of the ASTM codes and standards. ASTM is a United States trade association that creates and maintains private, copyrighted standards and codes for usage and adoption by local governments.
No solicitation package will be issued. This is a notice of intent to award the purchase order for subscription services to ASTM International, this is not a request for competitive quotations; however, the Government will consider responses received no later than August 18, 2017 12:00 PM EST. Responses shall be submitted to [email protected].
Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No.
3. Point of Contact name and contact information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and,
5. A description of that product(s)/service and its overall capabilities
It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with ASTM mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
