The purpose of this amendment to solicitation MCC-16-RFQ-0162 is to provide answers to vendor questions.  See Addendum 5 - Amendment 0001.

The Millennium Challenge Corporation (MCC) is a United States government-owned corporation created in 2004, whose mission is to provide grant assistance to support economic growth and poverty reduction in select developing countries with a demonstrated commitment to just and democratic governance, economic (Compact) with MCC that includes a plan for achieving shared development objectives and the responsibilities of each country in achieving those objects. The Department of Policy and Evaluation (DPE) / Monitoring and Evaluation (M&E) is seeking a part-time Personal Services Contractor (PSC) to serve as an Associate Director. The PSC will provide oversight of land monitoring and evaluation efforts for MCC's monitoring and evaluation team. Specifically, the PSC will manage MCC's land evaluation portfolio to develop and oversee the implementation of effective compact and post compact monitoring and evaluation frameworks, communicate MCC land evaluation findings to other MCC departments and external stakeholders and assist in representing MCC for USG efforts related to land monitoring and evaluation.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
