CITY OF PASCO – Request for qualifications (RFQ) Assessment, Design, Permitting, & Construction Support Services for the Process Water Reuse Facility Irrigation System Improvements The City of Pasco, Washington, (City) Department of Public Works – Engineering is soliciting Statements of Qualifications from qualified Consultants registered in the State of Washington to provide professional services for the design of irrigation system improvements for the Process Water Reuse Facility (PWRF) site. The selected Consultant will provide a range of irrigation system related professional services necessary to complete these improvements possibly including design, permitting support, bid phase support, and construction phase support for improvements to the existing irrigation system, and irrigation system expansion to additional parcels. Project elements may include piping, pump infrastructure, pivots, irrigation canal intake, electrical service, water rights logistics, and procurement of required easements to perform the work. It is anticipated that the improvements will be implemented in a phased approach. Some assessment of the existing infrastructure may be required to facilitate the work. The improvements will need approval from the Washington State Department of Ecology (DOE), and the consultant will be required to design the improvements in accordance with DOE guidelines. Design of this project is estimated to begin in the fall of 2022. The complete RFQ and full scope of work may be obtained via the City website – http://www.pasco-wa.gov/Bids.aspx.
