The Portsmouth Naval Shipyard (PNS) intends to issue a delivery order under Basic Ordering Agreement N00024-16-G-4302 and/or N00024-16-G-4303 for submarine specific shipbuilder coded stock to support Portsmouth Naval Shipyard. The material is available only from the two shipbuilders, Electric Boat Corporation and Huntington Ingalls Industries - Newport News Shipbuilding.

The proposed contract action is for assemblies for which the Government intends to solicit and negotiate with one or a limited number of sources under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to this requirement.

This notice of intent is not a request for competitive proposals. The notice is for informational purposes only to determine availability of submarine specific shipbuilder coded stock material to support Portsmouth Naval Shipyard. Solicitation documents are not available at this time.

A determination of the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
