1.  THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE DO NOT REQUEST A COPY OF A SOLICITATION. RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR ANY FUTURE ACQUISITION.

 

2.  27 SOCONS/AFLT at Cannon AFB, NM is seeking capable sources interested in a potential contract opportunity to provide the 27 Special Operations Support Squadron (27 SOSS) with Special Operations Air and Ground Training Support. The primary Place of Performance is Cannon AFB, NM, United States. Services are routinely performed at Melrose Air Force Training Range, located approximately 20 miles from the base and at Ute Reservoir located near Logan, NM.  The Contractor may be required to perform missions at other locations, on land or water sites.

2.1  The contractor shall support local special operations flying squadrons, AFSOC-directed training and testing, unilateral aircrew training, AFSOC, Special Operations Command (SOCOM) and other authorized customers' training by providing air and ground training support in areas/locations designated by the training mission or scenario. 

2.2  The Opposing Forces (OPFOR) Training Support provides a ground or water aggressor role-playing force against both personnel and aircraft during all types of training to include Survival Evasion Resistance and Escape training. Contractor must be capable of operating a wide range of specialized equipment and vehicles to include watercraft, All Terrain Vehicles (ATV), highly mobile, multipurpose wheeled vehicles (HMMWVs), motorcycles, on foot, communication equipment, weapons, munitions, and to employ training weapons and explosive devices in the execution of all related activities. The Contractor will be required to work irregular hours under high stress conditions sometimes associated with emergency situations.

2.3  The contractor shall provide administration, management, supervision, personnel, personal protective equipment, and other services necessary to support the following:

•§  Landing Zones (LZ).  Type landing zones will be mission specific and can include, but not be limited to dirt LZs, military installations and commercial and/or municipal airports. Supported aircraft will include, but not be limited to Non-Standard Aviation (NSAv) aircraft, A/MC-130 aircraft and CV-22 tilt-rotor aircraft.

•§  Drop Zones (DZ).  Support to all aircraft conducting airdrop operations IAW AFI13-217, Chap 2, aircraft specific training requirements, demonstrations and HQ/Wing/Group/Squadron regulations.

•§  Target Acquisition.  Provide target acquisition/Call-for-Fire (CFF) to assigned and authorized gunship/armament-equipped aircraft.  CFF will include live and dry fire training. 

•§  Intelligence, Surveillance and Reconnaissance (ISR). Provide ground parties for convoys, patterns-of-life and indigenous actions for aircraft and sensor training.

•§  Remotely Piloted Aircraft (RPA) Ground Observer duties.  Provide flight following to RPA aircraft while operating in FAA Class "D" airspace.

•§  DZ, LZ, Helicopter Landing Zone (HLZ) and Forward Area Refueling Point (FARP) surveying.  Provide Administrative surveying of DZ, LZ, HLZ and FARP locations following the guidelines of AFI13-217, AFI11-235 and applicable Engineering Technical Letters (ETL).

•§  Other Special Operations Training Support. Type missions normally conducted by STS when active duty Combat Controllers are not available. This can include Joint Terminal Attack Controller (JTAC) missions, RAPIDS, Direct Action missions, Blue Force support missions and other missions as the scenario requires.

•§  Personnel qualifications and certifications apply.

•§  Provide ground aggressors to Special Operations Forces (SOF) air and ground units. Units will include sensor and armament-equipped aircraft.

•§  Provide armed, costumed, mobile and indigenous appearing role players during Intelligence, Surveillance and Reconnaissance (ISR) and patterns-of-life training for airborne sensor-equipped aircraft.

•§  Assist SOF air and ground units in urban ISR training.

•§  Role playing as armed resistance units opposing U.S. and international SOF grounds units utilizing simulated IEDs, blank ammunition, ground burst simulators and other training pyrotechnics as required.

•§  Operate electronic and visual threat emitters and simulators.

•§  Provide role playing as foreign customs and/or military officials during aircrew training.

•§  Provide role playing as indigenous local threat during SERE-conducted Combat Survival Training.

•§  Provide maritime/boat operator support to SERE-conducted water survival training.

•§  Provide maritime/boat support to CV-22 Osprey during water operations training.

•§  Provide maritime/boat support to SOF ground forces during water/SCUBA operations including parachute recovery, infil/exfil missions, dive platform and other waterborne operations as required by the training scenario.

•§  Assist authorized Test squadrons/units in evaluating new equipment and procedures.

•§  Provide similar type training support when required by the training scenario

4. All interested parties are invited to provide a Capability Brief including recent and relevant past or present performance.  Please provide examples of experience on projects from Department of Defense, State and Local agencies that are similar in scope. Provide description, dollar value and government activity (i.e., West Point, City of New York, etc.).  Describe the skillsets and job descriptions utilized in previous performance.
