The City of Ontario is soliciting bids for assault victim examination services to be performed on an as-needed basis. The selected contractor(s) will provide forensic examinations and follow-up services, including contracting with a medical facility, for the Ontario Police Department. Utilizing a Sexual Assault Examination Team (SART), the facility collects data and evidence essential to capturing and prosecuting violent criminals. • The Contractor(s) will conduct approximately 30 approved medical forensic examinations of alleged sexual assault and rape to collect evidence and assist in prosecution. • Examinations will be conducted utilizing methods meeting the minimum legal standards established by California Penal Code Section 13823.11 for performing such exams. • Examinations to include colposcopic exam (with video and photographs) conducted by medical personnel who are competent in the use of the appropriate equipment and the interpretation of findings. • Evidence collected, including video and photographs from the colposcopic exam, shall be relinquished to Ontario Police Department personnel at the conclusion of the exam. • Results and evidence from examinations shall be available to Ontario Police Department personnel at any time following the examination. • Contractor(s) and staff will provide competent courtroom testimony regarding the examinations as required. Service facilities shall be within 20 miles of the City of Ontario and available for examinations 24 hours per day, 365 days a year. The bidder is solely responsible for “on time” submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder’s sole risk and no relief will be given for late and/or improperly submitted bids.
