This effort is being awarded on a sole source basis to Harris in accordance with FAR 6.302-1 because Harris the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government lacks the drawings and technical data to permit a competitive procurement.
