THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to award a Delivery Order to fill a Foreign Military Sale (FMS) for the countries of Finland and Switzerland under BOA N00019-16-G-0003 for the ALQ-165(V) Airborne Self-Protection Jammer (ASPJ) to Harris Corporation on a sole-source basis for the purchase of thirteen (13) 3A2 Circuit Card Assemblies.  The BOA Delivery Order period of performance is 16 months. This action is being awarded on a sole source basis to Harris Corporation in accordance with FAR 6.302-1. Harris Corporation is the only qualified source which possesses the detailed knowledge of the ALQ-165(V) design to allow them to perform these efforts in a timely and cost effective manner.
