The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division (ERAD) office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) with Antenna Products Corp. to provide fifty (50) communication antennas, mounting brackets, and installation kits, item #1000-1415-202, to the National Logistics Support Center (NLSC) in Grandview, MO
Justification for Sole Source
NOAA/NLSC is requesting the purchase of these antennas for the Automated Surface Observation System (ASOS). These antennas are required for the Acquisition Control Unit tData Collection Package communication on the ASOS. All antennas for this system are required to be qualified by extensive performance testing and must be form, fit, and functionally identical to the parts currently deployed on fielded systems.

Antenna Products Corporation is the sole proprietor of the above mentioned antennas and is therefore the only known source that can supply the necessary equipment. Using any other antenna would require new testing that would require significant funding and time, resulting in the ASOS being unavailable during that period. The government does not know of any other business that offers these parts.

This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within five (5) business days of this notice. Responses can be sent via e-mail to [email protected]. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Antenna Products, Corp.
DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
