The United States Department of Agriculture (USDA), Forest Service (FS), Intermountain Region, Ashley National Forest, has a need for vault toilet pumping services on the Flaming Gorge (D1), Vernal (D2), and Duchesne/Roosevelt (D3), Ranger Districts of up to 167 vaults, including 57 Double Vaults, on an

“as needed” basis.  Service will fluctuate depending on the use during the year.  The vaults are located throughout the Ashley National Forest in Daggett, Uintah, and Duchesne Counties (Utah), and Sweetwater County (Wyoming).  The vaults are listed in the Technical Specifications Section, and

shown in the maps in Attachment – F.  (Note: One Location = one unit = each).  See the attached excel spreadsheet for the schedule of items for the base and all option years for each district.  The quote per vault/location includes all costs.  The contractor shall furnish toilet pumping services which includes all   

        equipment, supervision, transportation, labor, operating supplies, and incidentals necessary to pump,    

        recharge, cleanup, disinfect, dispose of all waste products removed from the toilets, and add water

        following pumping and cleaning in accordance with the following contract specifications and in accordance  

        with Local, State, and Federal regulations.

Offerors may quote on any or all districts (see Schedule of Items), but must provide a quote for all line items for that district.  This Request for Quote consists of one solicitation with the intent of a multiple award up to 3 BPAs awarded by Ranger District.  However, the Government reserves the right to make multiple awards to a single quoter or combination of quoters based on the lowest priced technically acceptable criteria listed in the evaluation section. 

The Blanket Purchase Agreement period of performance is 9/1/19-08/31/2024 including a base and four option years.
