The Uniformed Services University of the Health Sciences (USUHS), Bethesda, Maryland, intends to negotiate a on a sole source basis, under the authority of FAR Part 13.106-1 (b), with ASG Federal, Inc. for a full service, preventative maintenance contract for the following software:

• ASG-Report.Web Archive
• ASG-Report.Web Enterprise Server
• ASG-Report.Web Guru
• ASG-Report.Web Insight
• ASG-Report.Web Modeler

This service will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The period of performance for the required maintenance agreement commences on 1 November 2011 and ends 31 October 2012 with two (2) one year options.

The sole source determination is based on information that ASG Federal is the sole developer of the software currently in use, and thus the all updates and upgrades are proprietary to the vendor. The manufacturer is the only company that has specialized and technical knowledge, as well as the necessary tools, manpower and repair parts to maintain this software in an operable state. Another vendor was not located that had the technical and specialized knowledge and/or accessibility to repair parts for this system. Therefore ASG Federal is the one source reasonably available to meet the needs of the government.

This is not a request for quote. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide updates and maintenance to the existing software currently in use. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government. Responses must be submitted electronically, via email, to [email protected]. The deadline for the submittal of responses is 14 December 2011, 10:00 am EST.
