Yes there is an incumbent, however, due to security concerns names of Local National Contractors are not released publicly.

Yes
17. If so, will the USG please update the PWS manning table (Table 3) to reflect the requirements listed in PWS Paragraph 2 and its sub-paragraphs?
Table 3 is correct; The offeror must be aware the there is a standing guard requirment of 156; so when a guard takes leave there must be a replacement.
18. Under Government Funded Contractor Support on page 71, it states that only US citizens will be allowed DFAC privileges. If the Assistant Site Manager is an OCN, will he also be allowed DFAC privileges?
Yes
19. Will the USG provide prime power and ablution to the billeting areas for the guard force?
Yes, and there are outdoor sink basins to wash for prayer
20. Will the USG provide prime power and disinfected non-potable water to the guard force for kitchen and laundry?
Yes, both are provided
21. Will NIPR access and telephone land line be provided to the Site Manager and Assistant Site Manager office?
They will have access to both but not one directly in their office
